Urban Siege in Paris: A Spectrum of Armed Assault

In 2009, we laid out a conceptual model of terrorist “urban siege” based on the Mumbai attacks. As noted by several observers, the recent terrorist attack in Paris on the Charlie Hebdo offices may have succeeded due to the unfortunate fact that security officials expected other attack modes (such as airline bombs), not a run and gun in the heart of an urban center. [ii]

While it would be tempting to posit Paris as another bloody data point explained by our conceptual schema, Paris is in fact cause for broadening and expanding it. Unfortunately, the world faces urban security threats that span a spectrum of organization and lethality. Future threats may look like Mumbai (as has been seen in the Mumbai-like operation against the Westgate shopping mall in Nairobi) or they may resemble Paris. [iii] And there is a large spectrum of threats that occupy the threat envelope in between.

Here we review the timeline of the attacks, analyze continuities and complications with urban siege schemas and relevant incidents, review relevant analysis that could inform a more robust analysis of urban siege, and close with a set of our own questions for researchers and practitioners about what assumptions we need to make in planning for, training to stop, and red-teaming urban siege scenarios.

The French national gendarme service says three people have apparently been killed and two officers wounded in a shootout at a Gypsy camp in northern France.

A spokesman said the regional gendarme service was alerted Tuesday afternoon to shots fired at a camp of traveling people, as French Gypsies or Roma are known, in the town of Roye. The spokesman was not authorized to be publicly named. He said the gunman shot at the officers when they arrived at the camp, leaving one critically injured and the other slightly wounded.

The police spokesman said the attacker was injured in the melee and arrested. Three bodies and one wounded person were found among members of the camp.

The circumstances surrounding the shootout were unclear.

The Paris attacks also show that ISIS has learned some important tactical lessons from other extremist groups. In November 2008, Pakistani gunmen belonging to Lashkar-e-Tayyaba (LET), the Lahore-based extremist group, landed by boat on the Mumbai coast, entered the city, and according to a preplanned operation, attacked popular civilian locations—including a cafe, two hotels, the railway station, a Jewish center, and a shopping mall. A total of 166 people were killed and hundreds more wounded before the security forces could root out the attackers, especially from the five-star Taj Mahal Hotel, where fifty-two people died. The entire city was under siege for three days—the longest-running terrorist attack in history.
