Глава МВД Сербии сообщил о задержании двух человек в связи с подозрениями в их причастности к попытке государственного переворота в Черногории, сообщает Радио Свобода. Речь идет о Предраге Боджичевиче и Неманье Ристич, которые, как считает следствие, пытались свергнуть правительство Черногории после получения им в декабре 2015 года приглашения вступить в НАТО.

Власти Черногории ранее призывали Сербию арестовать и выдать Подгорице двоих задержанных – для предания их суду за причастность к попытке свержения государственной власти в октябре 2016 года.

Неманья Ристич стал широко известен после публикации в конце прошлого года фотографии, на которой он стоит рядом с российским министром иностранных дел Сергеем Лавровым во время одного из визитов главы российского МИДа в Белград.

Ранее главный прокурор Черногории назвал имена двоих российских граждан – Владимира Попова и Эдуарда Широкова, – подозреваемых в организации попытки переворота в Подгорице.

Ilmnenud on märke Vene luure tegevusest USA ja Saksamaa valimistel. Ja sügisel on valimised Eestis.

Luurajate järele luuramine – nii võiks inimkeeli selgitada, mis on vastuluure. See on valdkond, mis tavaliselt silma ei paista. Kuid arvestades Venemaa üha suuremat huvi naaberriikide vastu, võib öelda, et sisekaitse tagamises on Eesti vastuluurel väga oluline roll.

CIA avalikustas hiljuti terve hulga dokumente. Loomulikult pälvisid Eestis tähelepanu eelkõige kirjutised, mis sisaldasid sõna Estonia. Mida neist arvata? Tegemist on huvitava ajaloolise materjaliga, mis võimaldab heita pilku külma sõja ajajärku. Esimese asjana tuleb nentida, et avaldatud on väga erineva kaaluga materjali ja kindlasti ei ole avalikustatud kõike, mida USA luure okupeeritud Eesti kohta kogus.

Praegu avaldatud materjal sisaldab infot kaitserajatiste ja eluolu kohta, aga üles on kirjutatud ka kuulujutte. Kogutud info hulgas on kindlasti ka ettesöödetud väärinformatsiooni, mis on vastuluure aktiivmeetmete osa. Nõukogude okupatsioonivõim kasutas seda laialdaselt.

Hea uudis on see, et seda kasutati ka nende vastu. Parim viis vastast eksitada on panna ta uskuma, et ta teab, kuidas asjad tegelikult on. Samuti on oluline, et vastane usuks, et tema juhib mängu. Tegelikult on talle aga ette pandud kõverpeegel, millest ta näeb usutavalt mõjuvat pilti. Kahjuks ei saa avalikkus ilmselt niipea, kui üldse kunagi, näha Venemaa arhiivides hoitavaid luureraporteid.

Vastuluure koosneb kahest suunast, passiivsest ja aktiivsest. Passiivne vastuluure puudutab kõike, mida riigi kaitseks tehakse, näiteks riigisaladuse kaitset. Siia liigituvad tegevused, mida rutiinselt ikka ja jälle korratakse. Aktiivsed tegevused sisaldavad samuti omajagu rutiini, aga see valdkond peab olema paindlikum. Rutiini on vaja vastase eksimuste avastamiseks, aga konkreetse juhtumi edu saab tagada ainult paindlikkus.

Eesmärk Eesti poliitikat mõjutada

Vastuluure on suur ja väga oluline osa Eesti riigi julgeoleku tagamisest. Tavaliselt eeldatakse, et riik on vaenulike luureteenistuste huvisfääris. Paljudes riikides räägitakse hüpoteetilisest ohust, kuid Eestis on kaitsepolitsei tuvastanud ka tegelikke vaenulikke luureohte ja neid edukalt tõkestanud.

Aastaid on Venemaa luureteenistuste peamisi ülesandeid Eestis olnud sise- ja välispoliitilise info kogumine ning oma režiimile oluliste sündmuste poliitiline mõjutamine. Venemaa Föderatsioonist lähtuv luuretegevus muutub aasta-aastalt järjest agressiivsemaks. Ka Eesti kodanike ja elanike värbamise ja mõjutamise katsed on muutunud üha arvukamaks.

Ameerika Ühendriikide julgeolekuasutused on esitanud raporti selle kohta, et Venemaa eriteenistused on sekkunud nende valimistesse. Samasuguseid signaale on tulnud ka Saksamaalt. See ei ole kindlasti uudis, sest eri riikide valimistesse on püütud sekkuda varemgi.

Ka Eestis on enne riigikogu või kohalike omavalitsuste valimisi olnud märgata Venemaa eriteenistuste aktiivsuse suurenemist. Sügisel tulevad jälle kohalike omavalitsuste valimised ja on enam kui kindel, et saame näha suuremat valimiste „vaatlemise” aktiivsust.

Vastupanuvõime halvamise oht

Suureneb seegi trend, et füüsiliste luurajate kõrvale ilmub üha rohkem pahavaraperekondi. E-riigi puhul on ebaseaduslik ja varjatud e-huvi mõistagi suurem. See seab kübervaldkonna vastuluurele veelgi suuremaid ülesandeid.

Venemaa aktiivsus lähiriikides on oluliselt suurenenud. On selge, et Vene režiimi kultiveeritav NATO-ga vastandumine suurendab nende luure huvi veelgi. Seetõttu on oluline, et Eesti riik tähtsustaks sisejulgeolekut, sest ühiskond, millega võõrriigi luure manipuleerib, on vastupanuvõimetu. Meie vastu kavandatud manipulatsiooni avastamise korral saab just vastuluurest meie ja nende vaheline eesliin.

Luuretöö on hästi tehtud siis, kui see ei paista silma. Ühtaegu on see luuretöö õnnetus, sest avalikkus ei tea valdkonnast eriti palju. Luurevaldkonnas paraade ei peeta ning selle „tanke” ega „lennukeid” ei ole näha. Samal ajal on vastuluure rolli võimatu alahinnata ja selle valdkonna peamine tähtsus on vältida päris tankide ja lennukite tegevuse vajadust.

SAN FRANCISCO —A series of surprising arrests of some of Russia’s top cybersecurity figures has left the international cybersecurity officials and analysts wondering whether Russia is cleaning house of suspected spies, or going through an internal shakeup of the FSB, Russia’s national security service.
At some point in December, Ruslan Stoyanov, a well-respected researcher with the Moscow-based Kaspersky Lab, and Sergei Mikhailov, head of the FSB’s Center of information Security, were arrested by Russian police as part of what Russia’s Kommersant newspaper described as a probe into possible treason. No date of arrest has been made public, though Kommersant reported that Stoyanov last logged into his private social media account on December 4, and Mikhailov on December 5. The Moscow-based Novaya Gazeta newspaper cited sources as saying Mikhailov was arrested during a meeting with other FSB officers in Moscow, and was taken from the room with a sack over his head.
On Thursday, REN-TV, a privately-owned TV channel in Russia, said a second FSB officer had also been arrested in December. They identified the man as Major Dmitry Dokuchayev, and reported he had served under Mikhailov in the the Center for Information Security. In another indication that Russia was seeing a high-level shakedown at the FSB, Kommersant reported that on January 13, the director of the Center for Information Security, Andrei Gerasimov, was fired. He was described as having close ties to cybersecurity companies, including Kaspersky Lab.
Kaspersky Lab confirmed that Stoyanov was under investigation for activity during a period predating his employment at the company, and added, in a public statement, “We do not possess details of the investigation. The work of Kaspersky Lab’s Computer Incidents Investigation Team is unaffected by these developments.”
Stoyanov’s LinkedIn page lists his previous employer as the Ministry of the Interior’s Cyber Crime Unit.
Four intelligence officers working in various branches of the US government told BuzzFeed News this week that they had no insight into the arrests of Stoyanov and Mikhailov, with one explaining, “it’s above my paygrade.”
“There are a small handful of people who would know if one or both of these men was a US asset or in any way involved in any intelligence operation, and I’m not one of them,” said the US intelligence officer, who asked not to be named due to the sensitivity of the story. “Obviously, this could also be an internal struggle within the FSB, in which case we would have little daylight into what was happening.”
The case against Stoyanov and Mikhailov has been filed in a secret military tribunal under Article 275 of the country’s constitution, which allows the government to investigate individuals they suspect of spying for a foreign state.
Whether or not their cases have anything to do with the Russia’s involvement in the hacks targeting the US 2016 elections remains unclear. Fancy Bear, the group named by US cybersecurity companies as being behind the hacking and leaking of damaging emails from top DNC officials, has been tied back to the GRU, Russia’s main foreign intelligence agency. Cozy Bear, a group also believed to have been within the DNC’s system, has been linked to the FSB.
While most news reports do not directly tie the arrested men to the DNC hack, the Moscow Times reported that Mikhailov’s arrest was due to suspicions that he tipped US officials off to the Russian server rental company “King Servers” which the Arlington-based ThreatConnect cybersecurity company identified last September as a “nexus” used by Russian hackers in attacks against the US.
In Russia, rumors about the arrested men are running rampant. Russia’s Tzargrad news site published a story claiming that Mikhailov had secretly been the leader of a notorious Russian hacking group called Shaltay-Boltay (or Humpty Dumpty), and that the group was secretly backed by the CIA. The article, which was shared widely within Russian social media, was suddenly taken off the site, though an archived version is still being shared.

In the throes of the 2016 campaign, the FBI found itself with an escalating problem: Russian diplomats, whose travel was supposed to be tracked by the State Department, were going missing.

The diplomats, widely assumed to be intelligence operatives, would eventually turn up in odd places, often in middle-of-nowhere USA. One was found on a beach, nowhere near where he was supposed to be. In one particularly bizarre case, relayed by a U.S. intelligence official, another turned up wandering around in the middle of the desert. Interestingly, both seemed to be lingering where underground fiber-optic cables tend to run.

According to another U.S. intelligence official, “They find these guys driving around in circles in Kansas. It’s a pretty aggressive effort.”

It’s a trend that has led intelligence officials to conclude that the Kremlin is waging a quiet effort to map the United States’ telecommunications infrastructure, perhaps preparing for an opportunity to disrupt it.

“Half the time, they’re never confronted,” the official, who declined to be identified discussing intelligence matters, said of the incidents. “We assume they’re mapping our infrastructure.”

From Libya to the Balkans to South Africa, the Kremlin is working to hollow out the U.S.-led international order

Former President Barack Obama once dismissed post-Soviet Russia as a mere “regional power,” but that isn’t how things look today. Vladimir Putin has gone global in recent years, launching a Russian-style charm offensive in far-flung locales where the Kremlin’s influence had been all but written off. Russian voices, fingerprints and footsteps have been showing up over much of the Middle East and Europe, parts of Africa and even in Latin America.

Moscow has found numerous openings and is busily exploiting divisions within the Western camp. The agenda is straightforward: to assert Russian influence at the expense of Washington and the rules-based international system that the U.S. has built and led since World War II. The Russian tool kit includes undermining democratic governance, stoking ethnic and religious tensions, and building new outposts for gathering intelligence and projecting military power. Where the U.S. and its partners have pulled back or failed to deliver, Russia has eagerly stepped in.

Mr. Putin can point to a string of successes in recent years. Russia’s brazen meddling in the 2016 U.S. presidential election has triggered the worst American political crisis since Watergate, leaving President Donald Trump consumed by investigations (to say nothing of Mr. Trump’s “America First” rhetoric and enthusiasm for Mr. Putin, which have eased Russia’s way). In Syria, Russian bombs, arms and boots on the ground turned the tide of the civil war and saved Mr. Putin’s bloodstained ally, Bashar al-Assad. Even the resounding defeat of Marine Le Pen, the pro-Russian candidate in France’s recent presidential election, was a reminder that no country in Europe can dare to ignore the risk of Russian interference in its domestic politics.


But these are just the most familiar cases of Mr. Putin’s growing reach. Elsewhere in the Middle East, Moscow has used arms sales, disinformation, intelligence operations, diplomatic footwork and plain old hard power to further its agenda. In recent weeks, Mr. Putin and Turkish President Recep Tayyip Erdogan —who has taken a decidedly autocratic turn and distanced his country from its NATO allies—have reportedly been finalizing a $2.5 billion deal for Turkey to purchase an advanced Russian S-400 air-defense system.

In the chaos of Libya after the fall of Moammar Gadhafi, Mr. Putin spotted another opportunity. Moscow has struck up a partnership with Khalifa Haftar, a Gadhafi-era general-turned-warlord who has been battling Islamists from his stronghold in Benghazi (and who long ago received military training in the Soviet Union). In recent months, Russian special forces and drones have reportedly been deployed from a base in neighboring Egypt to support Gen. Haftar’s forces.

In Libya, Mr. Putin has both geopolitical and commercial motives. Russia’s operation is payback for the U.S.-led coalition that deposed its ally Gadhafi, and it helps Moscow to shape the country’s future. Russia is also eager to revive the lucrative weapons, oil and construction deals that were canceled after Gadhafi’s fall.

Next door in Egypt, Mr. Putin is wooing a U.S. partner whose relations with Washington have been rocky in recent years. Mr. Obama froze some arms transfers to show his displeasure with Egypt’s autocratic ruler, President Abdel Fattah Al Sisi, and Russia has stepped in to offer its own hardware. Russia’s state-owned arms manufacturers, unburdened by scruples about human rights and democracy, are eager to reclaim the market share that they lost decades ago when Egypt left the Soviet orbit.

In the Persian Gulf, relations between Washington and its longtime partners, the oil-rich Sunni monarchies, took a hit during Mr. Obama’s term, creating another opening for Moscow. Russian envoys are now working to cut deals with them on Syria and the sale of advanced weapons and have even coordinated cuts in oil output to prop up prices. The Trump administration’s recent moves to patch up ties with Saudi Arabia, the United Arab Emirates and Egypt have failed, so far, to diminish the Arab autocrats’ newfound affection for their Russian friends.

Russian intrigue is also creating headaches for the West in an often overlooked theater: the Balkans. NATO’s newest member, tiny Montenegro, will soon try two alleged Russian intelligence operatives in absentia for their role in a failed coup attempt last October. Prosecutors have outlined lurid details of what they see as a Russian-directed plot, apparently intended to kill then-Prime Minister Milo Djukanovic and to keep Montenegro out of NATO. The Russian operatives accused of leading the plot are said to have doled out encrypted mobile phones and to have provided cash to buy weapons, police uniforms and bulletproof vests. The coup failed, but it suggests how strongly Russia wishes to extend its sway in the Balkans.

Russia’s ambitions stretch well beyond the familiar confines of Europe and the Middle East. In South Africa, Russia is implicated in the scandals engulfing Jacob Zuma’s presidency. Mr. Zuma is being dogged by corruption allegations for, among other things, his role in arranging a budget-busting $76 billion deal with Mr. Putin to have a state-owned Russian company build up to eight nuclear power plants. A South African court recently ruled that the deal violated the constitution and laws on state procurement. Mr. Zuma, who received military (and probably intelligence) training in the Soviet Union when he was fighting apartheid, has been actively courted by Mr. Putin.

Closer to home, the Kremlin’s Cold War-era ally in Nicaragua, the Marxist Daniel Ortega, has put out the welcome mat for the construction of mysterious Russian facilities in the capital, Managua. Senior Russian officials say that they are also working to re-establish a military and intelligence presence in Cuba.

Why should the U.S. care about Mr. Putin’s growing reach? After all, Russia cannot expect to dominate Europe. It cannot simply have its way in the turbulent Middle East or turn the Balkans into its satellite. Whatever footholds it can find in Africa or Latin America will probably be too small to pose much direct challenge to Washington and its partners. And of course, Russia’s mischief-making is hardly the root cause of the challenges bedeviling these regions and countries.

But there is reason to worry. Russia’s renewed activism isn’t about dictating events in particular corners of the world. It is about exploiting opportunities to undermine and hollow out the U.S.-led international order, with its norms of economic openness, democratic accountability and the rule of law. The thread connecting Russia’s agenda, from Turkey to Nicaragua to South Africa, is its aim of pulling as many international actors as possible away from the rules-based institutions and security arrangements that the U.S. has worked so diligently to build over the past several generations.

Mr. Putin is betting that he can rewrite the rules of world politics to his advantage. It is the job of American leaders and strategists to show him that he is mistaken.
