The Army's Role in Overcoming Anti-Access and Area Denial Challenges
The U.S. armed forces must be prepared to deploy to a wide range of locations and confront adversaries that span the threat spectrum from poorly armed bands to peer-level foes. In future operations, the United States is also likely to face a range of anti-access and area denial threats that require a joint or combined response. Anti-access challenges prevent or degrade a force's ability to enter an operational area and can be geographic, military, or diplomatic. Area denial challenges are threats to forces within the operational area. As they relate to U.S. ground forces, these latter threats are characterized by the opponent's ability to obstruct the actions of U.S. forces once they have deployed. This report reviews selected findings from a study of Army and joint anti-access and area denial challenges.

A Comparative Analysis of Fighters, Bombers, and Missiles
When managing an international crisis, U.S. leaders will need to defuse the threat of war without compromising important political or military interests, and they will want to do so before tensions escalate to the point at which one or both sides resort to nuclear brandishing. In such situations, the United States must balance its threats with restraint. It must posture forces in ways that deter aggression without implying that an attack is imminent, while limiting its own vulnerability to surprise attack. These seemingly contradictory requirements put peculiar demands on force structure. Long-range strike assets — strike fighters, bombers, ballistic missiles, and cruise missiles — play an important role in crisis management, but are any of these systems more conducive to crisis stability than others and, if so, why? To answer these questions, a RAND study examined the potential effects of alternative long-range strike systems on crisis stability, with a particular focus on specific attributes: potency, ability to minimize U.S. vulnerability to surprise attack, flexibility, responsiveness, and ability to convey the desired message in the event of an international crisis.

Close-Based Advanced Short-Range Strike (F-35s)

Close-based short-range strike fighters generated the highest aggre- gate weight of ordnance on enemy targets in 30 days. That earned this strike posture a mass multiple of 1.000. Table B.2 shows the scores that resulted from multiplying that number against the other potency sub- categories and evaluating the other attributes.
Basing short-range strike fighters close to the opponent generated a potent deterrent threat, but it made those assets highly vulnerable to surprise attack. This is reflected most strongly in the “Range from Threat” and “Flush Time” scores. Although fighters can flush from their bases much more quickly than some other assets (such as sub- marines in port), it is highly unlikely that any could flush in time to survive a mass raid of SLBMs or MRBMs, given the short flight times of those missiles. The “On Patrol” scores were also low, due to the fact that close basing would place patrols close to the opponent’s defended airspace, exposing fighters to the risk of ambush by the enemy’s fifth- generation fighters or masses of fourth-generation fighters.

Mitigating the Air Defense Threat

Chapter Three highlighted two major classes of air defense threats: medium-high-altitude and low-altitude. In general terms, the Air Force and naval aviation pay more attention to eliminat- ing or suppressing the former. The development of modern air-delivered precision munitions and high-quality intelligence, surveillance, and reconnaissance (ISR) systems have greatly reduced the need for Air Force and Navy strike aircraft to operate at low altitude; today, they can achieve great accuracy from above 15,000 ft. Therefore, the Air Force and Navy tend to focus on the medium-high-altitude threats.
From the Army’s perspective, both classes of air defenses have important implications. Unless eliminated or suppressed, air defense may render the Army’s premier forcible-entry capabilities—airborne forces, such as the 82nd Airborne Division—unable to exercise their core mission. It might be too risky for fighters to operate within the range of these AD assets, let alone the slower, non-stealthy transport planes (e.g., C-17 or C-130) that are required by Army airborne forces.
If an opponent has long-range SAMs, such as the S-300/400, the Army will probably have to conduct airborne operations at much greater distances from the objective than in the past. While the Air Force and Navy can be expected to devote considerable effort to locating and suppressing these weapons, there could be a residual threat of a few enemy batteries hiding with their radars turned off until an appropriate target—such as a large transport aircraft— appears. If there is even suspicion that such a threat still exists, air planners will probably insist that the drop zones for Army airborne forces be located as far from the threat as possible. This was the situation in Kosovo in 1999 during Operation Allied Force, when NATO air com- manders were never sure whether the SA-6s operating inside Kosovo had been eliminated because of the Serbs’ efforts to hide their air defense assets.

The existing bomber force cannot cope with new challenges indefinitely. As countries like China pursue anti-access strategies and more agile air defenses become available to potential adversaries, the U.S. must recapitalize its aging bomber fleet. Failure to do so could eventually result in major military setbacks, since future enemies will doubtless attack the joint force where it is weakest. Defense analyst Lauren B. Thompson comments in a recent report published by the Lexington Group.

The Air Force has plans to develop a new bomber. The Air Force has budgeted $6 billion for development of a Long Range Strike Bomber (LRS-B) between 2013 and 2017. The service says it will buy 80-100 aircraft at an average cost of $550 million each, with initial operational capability in 2025. Although details are secret, experts predict the new bomber will be able to operate autonomously in hostile airspace, carrying a mixed payload of precision munitions over intercontinental distances.

A new seeker employing Electronic Support Measures (ESM) was recently tested with the Raytheon Tomahawk Block IV cruise missile, as part of the weapon’s product improvement program. The new seeker will enable the cruise missile to engage moving or relocatable targets, including ships or mobile surface-to-air missile sites, identified by their unique electromagnetic signature. The new seeker can automatically locate and track moving and stationary targets by sensing the electro-magnetic radiation they emit (i.e. radar, communications etc). A major enhancement previously introduced with the Tomahawk Block IV missile includes a two-way satellite data-link that enables a strike controller to redirect the missile in-flight to preprogrammed alternate targets or more critical targets.

Boeing and Lockheed Martin said Friday they have teamed up to bid for a new $55 billion US Air Force bomber program aimed at replacing the aging bomber fleet.

The cost of each plane is about $550 million, he said, putting the total value of the program if all 100 planes are built at $55 billion. Deliveries are due to begin in the mid 2020s, “before the current aging fleet goes out of service,” he said.

«СП»: – Каковы боевые технико-тактические характеристики ЗРС С-300?
– ЗРС поражает аэродинамические (самолеты и крылатые ракеты) и баллистические (тактические и оперативно-тактические ракеты) цели. С определенными характеристиками, дальностью запуска, скоростью и эффективной поверхностью.
«СП»: – В каком высотном диапазоне?
– В диапазоне высот от 25 м до 25 км, более поздние модификации имеют расширенные возможности – от 10 м до 30 км.
«СП»: – Как в свете сказанного стоит расценивать слова главы Белого дома?
– Давайте произведем обычный арифметический подсчет. Итак, мы поставляем Ирану пять подразделений (по крайней мере, такая цифра фигурировала в контракте от 2007 года). В каждом по 12 пусковых установок. Всего, получается 60. На каждой пусковой установке по 4 ЗУР. Всего Иран получает 240 поражающих изделий в полковом комплекте. Теперь это число нужно разделить на два, получается 120.
«СП»: – В чем смысл этого арифметического действия?
– Потому что расход ЗУР на один воздушный объект составляет, как минимум, две ракеты. Получается 120 стрельб или 240 пусков. Даже чисто психологически это будет влиять на летчика. Едва ли он сможет при такой огневой плотности прикрытия с близкого расстояния атаковать объект. При средней эффективности одной стрельбы (примерно 0,9) математическое ожидание числа уничтоженных самолетов составляет больше 100 единиц. Каждое подразделение может одновременно уничтожать по шесть целей. Всего, получается, 30 целей, которые можно обстрелять двумя ракетами. То есть, 60 ЗУР одновременно могут подняться с земли.

The Israeli Air Force has used INIOXOS-2015, one the largest annual exercise of the Hellenic Air Force, to prepare for a potential situation where it will have to attack Iranian nuclear facilities by performing missions against the S-300PMU-1 surface-to-air missile system, stationed in Crete, according to Flightglobal.

Sest meie piiride taga on üleval pikamaa ÕT-kompleksid, mida meie suurim liitlane käsitleb takistusena eduka sõjapidamise läbiviimisel.
