The Albanian government said it's security forces detained the foreigners, 2 men and a woman, after they attacked guards with a neuroparalysing spray.
All three are suspected of espionage.

"Three citizens with Russian and Ukrainian passports tried to enter the factory" in the central Albanian town of Grams, the Albanian Defense Ministry said.
"The officers guarding the factory reacted immediately, but during their efforts to stop the three foreign nationals two of our soldiers were injured," he added, explaining that the three perpetrators have been arrested.
According to the Ministry of Defense, the 24-year-old Russian citizen identified by the initials M.Z. entered the factory premises and tried to take pictures.
After being spotted, he "used nerve spray against two guards" in order to escape. He was then arrested.
The two other perpetrators, a 33-year-old Russian woman identified with the initials S.T. and a 25-year-old Ukrainian man with the initials F.A. were also arrested at the factory site.
The two Albanian soldiers were taken to a hospital in Tirana, having injured their eyes.
Albanian Prime Minister Edi Rama said that these three persons "are suspected of espionage".
According to APE BEE, the military police, the Intelligence Service and the anti-terrorist have rushed to the scene to investigate the incident.
In the past this factory produced the Russian AK-47 rifle.
Now, according to the Albanian Ministry of Defense website, it is used to dismantle old weapons.

Two Russian citizens and a Ukrainian, who were caught near the Gramsci Military Plant while taking pictures of the surroundings, have already been officially charged by the Prosecutor's Office of Elbasan, based on three articles of the criminal code, among which is espionage.
One of the Russian citizens had a physical conflict with two Albanian soldiers, who were on guard duty in Uzina and were sprayed with a neuroparalyzing agent by the teacher in the building.
Meanwhile, the other two citizens, the Russian and the Ukrainian, were caught a few minutes later by the Police checkpoints, after the notification of the two soldiers on the activity at the Factory.
A serious incident at the Gramsci Military Plant caught the attention of all public opinion on Saturday, August 20, when two Albanian soldiers, on guard duty, clashed with a Russian citizen, who had crossed the perimeter, was photographing the area and attacked the soldiers with a nerve agent.
Despite this, the Russian was neutralized on the spot, while two other people, a Russian citizen and a Ukrainian citizen, were caught leaving the scene.
All three people are under accusation of espionage in Albania already and other details of the event have been made public.
According to the first evidence, they have claimed to be bloggers and photograph abandoned places.
However, this alibi has been rejected by the investigation, as it is known that their arrival in Albania took place at different times. Likewise, after the identification of the Russian citizens, the Ukrainian citizen was also identified.
The latter is called
Fjodor Mihaljov and was in Albania for three weeks. He had mostly stayed in Tirana during this time, in houses with daily rent.
On the other hand, the Russian citizen, identified as
Svetlana Timofoeva, arrived in Albania only three days ago.
Several tools were seized from them from the car they were traveling in, including drones, mobile phones, cameras, etc.
Meanwhile, the other Russian national, who clashed with the army officers and was identified as
Mikhail Zotin, had a camera, which is believed to be a sophisticated spy tool, seized after a preliminary check of the chips.
For these three people, the suspicions are very strong that they are part of the Russian GRU forces and are professional spies, with a predetermined mission in Albania.
Details are not yet known as to why they were particularly interested in the Gramshi Plant, given that it has not functioned for a long time.
The Anti-Terror Directorate was immediately involved in the incident, to fully clarify every detail.
Meanwhile, the General Director of the State Police, Gladis Nano, has gone to the Elbasan Police Station, where the suspected spies are being interrogated.
If it is proven that they are really part of the GRU, then the event can be treated on an even larger scale, above all in the recent context when we are in the conditions of a war that is taking place in Ukraine on the part of Moscow.

The arrest of the four Czechs took place after two Russians and a Ukrainian were caught in a similar incident at a military plant Gramsh, also in southern Albania.
The Russian man, the 24-year-old Mikhail Zorin, was detained after entering the plant's grounds in Gramsh, 80 kilometres south of the capital, Tirana, and taking photos, the ministry said in a statement.
Two military guards were injured by what is alleged to be a type of paralysing agent or pepper spray used by the Russian while resisting arrest.
Another Russian woman, the 33-year-old Svetlana Timofoeva, and a Ukrainian man identified by initials only, F.A., 25, were arrested outside the complex, and their vehicle was blocked, the ministry said.
The vehicle has since been identified as an orange Chevrolet muscle car with Ukrainian licence plates.
