Pakistan is about to start the second phase of a plan to deport hundreds of thousands of Afghan refugees, many of whom have lived in the country for decades.

This phase will see approximately 800,000 Afghans sent back to Afghanistan, following the first phase in November, which expelled around 541,000 Afghans.

Rights groups have raised alarms about the plan, which was announced in April, citing fears for the refugees’ safety in Taliban-controlled Afghanistan.

The deportation plan involves three phases:

1. The first phase expelled undocumented refugees.
2. The current phase targets those holding the Pakistan-issued Afghan Citizen Card (ACC).
3. The final phase, not yet started, will deport those with a UNHCR-issued Proof of Registration (PoR) card.

Amnesty estimates there are 800,000 ACC holders and 1.3 million PoR cardholders. Pakistan’s government defends the deportations due to security concerns and economic struggles.

This comes amid deteriorating relations between Islamabad and Kabul, highlighted by recent Pakistani airstrikes in Afghanistan.

Officials reported the possible death of TTP leader Noor Wali Mehsud in a precision strike, though an audio message from him denied the claim and confirmed his safety in Pakistan. Afghan authorities condemned the strikes as a violation of sovereignty while reporting no significant damage, with a Pakistani press conference scheduled for Friday.
