were operational, whereas at least six are needed to
meet minimum operational requirements.

Ise loodan, et 2015a oligi paljudele sh Saksamaale ja Rootsile ajalooliseks madalpunktiks ning post-Krimmi järeldused juba 2016a näha peaks olema. Selle aasta esimseses pooles kui uus raport avalikustatakse, peaks see juba näha olema.
